DST 2007 Changes and Macintosh

Apple released new DST update for 10.4 (Tiger) and 10.3 (Panther) today.


OS X Tiger (10.4.x): The 2007 time zone and Daylight Saving Time rule changes for the United States and most of Canada are already available in Mac OS X 10.4.5 or later. Some additional regions that recently adopted time zone and DST changes are available in the February, 2007 Daylight Saving Time Update. This includes rule changes (as of January, 2007) for Australia, Brazil, the province of Alberta, Canada and several other regions. OS X  Panther (10.3.x): All time zone and Daylight Saving Time changes described above, as of January 2007, are included in the Daylight Saving Time Update, released in February, 2007. If you've not already done so, install Mac OS X Panther 10.3.9 and the Daylight Saving Time Update. For more information about this update, see this article: http://docs.info.apple.com/article.html?artnum=305051 Since Lotus Notes 7.0.2 is only supported on Mac OS 10.4.x (Tiger), you must ensure that you have Notes 6.5.5 installed (ie. upgrade from 6.5.3 or 6.5.4) and you must install a special hotfix for 6.5.5 available for downloading from http://www.uwindsor.ca/softwaredepot

OS X (10.1.x, 10.2.x): If you're still using Mac OS X 10.2.8 or earlier, you can adjust your clock manually using Date & Time preferences. Deselect the option to set date and time automatically, then set the time for your local time zone as needed. Since Lotus Notes 7.0.2 is only supported on Mac OS 10.4.x (Tiger), you must ensure that you have Notes 6.5.5 installed (ie. upgrade from 6.5.3 or 6.5.4) and you must install a special hotfix for 6.5.5 available for downloading from http://www.uwindsor.ca/softwaredepot

OS 9.x and earlier: Not supported. If you are running these operating systems, you may experience problems during the extended daylight savings time period. You should consider updating your operating system if possible.

Microsoft's DST patch went 'high priority' today:
February 2007 cumulative time zone update for Microsoft Windows operating systems

Windows 2000 and 2007 Daylight Saving Time (DST) Changes

According to the Microsoft DST web site, Windows 2000 has passed the end of Mainstream Support and will not be receiving an update without Extended Hotfix Support. Customers with this level of support should apply the Hotfix and ignore the following special instructions. The following guidance is for customers unable to apply the Windows 2000 hotfix.

For environments running Windows 2000, Microsoft provides tools (via Windows Resource Kits) that can modify timezone DST rules. The two common tools available are tzedit.exe and timezone.exe. For the
reasons explained here, the use of the timezone.exe tool should be avoided. Instead, one of the following options is recommended:

1.        Change the clock times manually.
2.        Use the tzedit.exe tool from Microsoft.


Changing the clock times manually.


Adjust the system clock manually four times each year:
  • In mid-March, when the new rules start, set forward the clock by one hour.
  • In early-April, when the old rule would have started DST, the clock will need to be set back one hour. This is necessary because the change will already have been made manually three weeks earlier, so the change programmed for April must be cancelled.
  • In late-October, cancel the programmed clock adjustment by setting the clock forward one hour ( DST now runs for an additional week)
  • Finally, in early November when DST now ends, set the clock back one hour.


Using the tzedit.exe tool from Microsoft.


Download the tzedit.exe tool:

Unzip the files into a Windows program directory such as C:\Program Files\TZEdit

Apply the tzedit.exe process to your systems:

  1. Exit out of applications.
  2. Run the executable tzedit.exe using Start > Run, provide the full path, for example: c:\Program Files\TZEdit\tzedit.exe
  3. Your current time zone should be highlighted. Click the Edit button.
  4. Set Start Day to Second Sunday, March.
  5. Set Last Day to First Sunday, November.
  6. Click OK.
  7. Click Close.

You need to change your time zone twice using the Windows Date and Time Control Panel.

  1. From the Start menu, click Settings > Control Panel and then click Date and Time.
  2. Click the Time Zone tab.
  3. Select a different time zone and click Apply.
  4. Now, select your time zone and click Apply, then click OK.
  5. Restart your applications.

Preparing for the 2007 Daylight Saving Time (DST) Changes

The United States and parts of Canada (including Ontario) are extending the period of Daylight Saving Time (DST) beginning in 2007. From 2007 onward, DST will commence on the second Sunday of March, which falls on March 11 in 2007 (three weeks earlier than previously, was first Sunday in April) and end on the first Sunday of November, which falls on November 4 in 2007 (a one week extension, was last Sunday in October).

This will affect Lotus Notes Calendaring and Scheduling functionality and Resource Reservation functionality, as well as BlackBerry devices. There are changes that we (Administrators of those systems) and the users will need to make to accommodate this change.
